Beyond the impressive revenue, the report highlights the potential for significant job creation. Legalization could lead to the establishment of 26,250 to 44,500 new jobs in the state. Notably, nearly two-thirds of these positions would be directly within the cannabis industry, encompassing roles from cultivation to retail. The remaining jobs would emerge indirectly, benefiting sectors such as construction, logistics, and hospitality.
Laying the Groundwork
To effectively serve the state’s population, the report recommends the approval of 43 to 100 retail licenses. This strategic move aims to ensure accessibility and meet consumer demand across Pennsylvania.

While adult-use cannabis remains illegal in Pennsylvania, momentum is building toward change. On June 17, Representatives Aaron Kaufer and Emily Kinkead introduced House Bill 2500. If enacted, this legislation seeks to foster job creation, generate substantial tax revenue, and dismantle the illicit market that has long plagued communities.
